Remember, from Spring to Fall in most of US we have Daylight Savings Time, and where observed, things are one hour ahead... So in L.A., Pacific time isn't PST which is GTM -0800, it's PDT which is GMT -0700. States and localities observe Daylight Savings Time or not, according to local whim.

GMT is Greenwich Mean Time. Areas with a :30 time zone have a red border. The Boulder Atomic Clock will tell you exactly what time it is, GMT (== UTC).
